Go to any public service (post office, GP surgery, pharmacy etc) that has opening hours only slightly longer than most people's working day. Pick the only times when working people are able to go (8:30-9am, 5-5:30/6ish, lunchtime). There you will find all the 'stay at home moms' along with the pensioners that could go any damn time of day they want, congregating seeimingly just to piss the taxpayers off.
